The emperor holds a sheet of paper in his hands, inscribed “Salus Populi Suprema Lex” (the people’s well-being is the supreme law). There is a letter from the Municipality of Hallein to the owner of the painting of 28 December 1988 in which the office expresses its interest in acquiring the work. Löxhaller lived and worked as a history painter in Salzburg. He was primarily active in Golling, Abtenau, and Hallein. Altarpieces by his hand are preserved in numerous churches in the province of Salzburg.
